Existing-Home Sales Rise on Improved Affordability

PRNewswire/ -- Existing-home sales increased last month as buyers responded to improved housing affordability conditions, according to the National Association of Realtors(R).

Existing-home sales -- including single-family, townhomes, condominiums and co-ops -- rose 5.5 percent to a seasonally adjusted annual rate(1) of 5.18 million units in September from a level of 4.91 million in August, and are 1.4 percent higher than the 5.11 million-unit pace in September 2007.

Lawrence Yun, NAR chief economist, said more markets are seeing year-over-year gains. "The sales turnaround which began in California several months ago is broadening now to Colorado, Kansas, Minnesota, Missouri and Rhode Island," he said. "The South was hampered by much lower home sales in Houston in the aftermath of Hurricane Ike."

NAR President Richard F. Gaylord, a broker with RE/MAX Real Estate Specialists in Long Beach, Calif., said low home prices and low interest rates have been attracting buyers. "This is the first time since November 2005 that home sales have been above year-ago levels," he said. "Credit tightened at the end of September, but the improvement demonstrates that buyers who've been on the sidelines want to get into the market to make a long-term investment in their future."

According to Freddie Mac, the national average commitment rate for a 30-year, conventional, fixed-rate mortgage fell to 6.04 percent in September from 6.48 percent in August; the rate was 6.38 percent in September 2007.

Yun said there may be market disruptions. "The credit markets are not settled yet, although the mortgage market stabilized with the government takeover of Fannie Mae and Freddie Mac. Inventory remains high, and price declines are pressuring owners," he said. "Additional housing stimulus would stabilize prices more quickly, which in turn would bring faster stability to Wall Street. Removing the repayment feature on the first-time buyer tax credit and permanently raising loan limits would bring more buyers into the market and further reduce inventory."

Total housing inventory at the end of September fell 1.6 percent to 4.27 million existing homes available for sale, which represents a 9.9-month supply(2) at the current sales pace, down from a 10.6-month supply in August. This marks two consecutive monthly declines since inventories peaked in July.

The national median existing-home price(3) for all housing types was $191,600 in September, down 9.0 percent from a year ago when the median was $210,500. "Compared to a fairly small share of foreclosures or short sales a year ago, distressed sales are currently 35 to 40 percent of transactions. These are pulling the median price down because many are being sold at discounted prices," Yun explained. "The current market is not being dominated by speculative investors. Rather, 80 percent of current buyers are purchasing a primary residence, which is a bit higher than historic norms."

Single-family home sales increased 6.2 percent to a seasonally adjusted annual rate of 4.62 million in September from a pace of 4.35 million in August, and are 3.8 percent above the 4.45 million-unit level a year ago. The median existing single-family home price was $190,600 in September, which is 8.6 percent below September 2007.

Existing condominium and co-op sales were unchanged at a seasonally adjusted annual rate of 560,000 units in September, but are 15.7 percent below the 664,000-unit pace in September 2007. The median existing condo price(4) was $199,400 in September, down 10.2 percent from a year ago.

Regionally, existing-home sales in the West jumped 16.8 percent to an annual rate of 1.25 million in September, and are 34.4 percent higher than September 2007. The median price in the West was $253,600, down 18.5 percent from a year ago.

In the Midwest, existing-home sales increased 4.4 percent to an annual pace of 1.19 million in September, but are 2.5 percent below a year ago. The median price in the Midwest was $152,500, which is 7.9 percent lower than September 2007.

Existing-home sales in the South rose 2.2 percent in September to a pace of 1.90 million but remain 7.8 percent below September 2007. The median price in the South was $167,200, down 4.1 percent from a year ago.

In the Northeast, existing-home sales slipped 1.2 percent to an annual pace of 840,000 in September, and are 7.7 percent lower than a year ago. The median price in the Northeast was $246,800, down 5.4 percent from September 2007.

(1) The annual rate for a particular month represents what the total number of actual sales for a year would be if the relative pace for that month were maintained for 12 consecutive months. Seasonally adjusted annual rates are used in reporting monthly data to factor out seasonal variations in resale activity. For example, home sales volume is normally higher in the summer than in the winter, primarily because of differences in the weather and family buying patterns. However, seasonal factors cannot compensate for abnormal weather patterns.

Existing-home sales, which include single-family, townhomes, condominiums and co-ops, are based on transaction closings. This differs from the U.S. Census Bureau's series on new single-family home sales, which are based on contracts or the acceptance of a deposit. Because of these differences, it is not uncommon for each series to move in different directions in the same month. In addition, existing-home sales, which generally account for 85 percent of total home sales, are based on a much larger sample -- more than 40 percent of multiple listing service data each month -- and typically are not subject to large prior-month revisions.

(2) Total inventory and month's supply data are available back through 1999, while single-family inventory and month's supply are available back to 1982. Condos were tracked quarterly prior to 1999 when single-family homes accounted for more than nine out of 10 purchases.

(3) The only valid comparisons for median prices are with the same period a year earlier due to the seasonality in buying patterns. Month-to-month comparisons do not compensate for seasonal changes, especially for the timing of family buying patterns. Changes in the composition of sales can distort median price data. Year-ago median and mean prices sometimes are revised in an automated process if more data is received than was originally reported.

(4) Because there is a concentration of condos in high-cost metro areas, the national median condo price can be higher than the median single-family price. In a given market area, condos typically cost less than single-family homes.

TerraSol Partners with Gwin Oaks Elementary to Expand Environmental Educational Opportunities by Beginning Construction on Outdoor Classroom

On November 15, 2008, parents of students at Gwin Oaks Elementary will be bringing their tools, rolling up their sleeves and continuing the work that Vesmont, LC, developer of the new, eco-friendly lifestyle community TerraSol in Gwinnett County, and Highlight Homes, one of the builders for that subdivision, began on the Gwin Oaks outdoor classroom. Establishing roots in the community by entering into a professional learning partnership with Gwin Oaks Elementary School, Vesmont and Highlight Homes pledged funds and labor to restore the Gwin Oaks Nature Preserve and outdoor classroom.

“We plan to do all of the clearing, grading, paving and other heavy lifting in advance and help to coordinate the efforts of the parents that are going to volunteer to bring this project to fruition,” said Lawrence Kasmen, a principal of Vesmont, LC and Highlight Homes, LLC. “This partnership was a natural fit for our companies, and we are committed to being a vital part of the community here in Gwinnett County. Through our eco-friendly development, TerraSol, we want to promote the value of our environment through education just as Gwin Oaks Elementary’s outdoor classroom will do.”

Gwin Oaks Elementary is one of the schools in the Brookwood Cluster that was approached by Vesmont as a voluntary effort to help enrich the schools in the local area. The scope of this project is to clear away debris from the existing nature trail and then to expand the trail to begin at the new outdoor play area and make it handicap accessible. In addition, the plan calls for a 100 seat outdoor classroom, a 30 seat gathering area, an extension and widening of the existing trail and a picnic area. Parents that volunteer to help will contribute to this effort by planting shrubs and ground cover, building the benches in the outdoor auditorium, clearing away debris such as leaves and sticks, marking the trail by laying down gravel and installing posts connected by ropes, and adding signs to denote the various points of interest along the trail.

“With Vesmont’s and Highlight Homes’ help, we will add a new 100 student outdoor auditorium for outdoor presentations. We look forward to sharing the new and improved Nature Trail with the community,” said parent and volunteer Anna Fallen. “This project will expand the outdoor learning space for our students. We also hope that it will encourage parent and student involvement.”

Vesmont, LC regularly visits the local schools in areas in which they are constructing new subdivisions to see what they can do to improve the learning environment at the schools. The Georgia Association of REALTORS® Support Three Ballot Initiatives

The board of directors of the Georgia Association of REALTORS® has voted to support three ballot initiatives in the upcoming election. The REALTORS® are endorsing the following amendments to the Georgia Constitution: Forest Land Preservation; Tax Allocation Districts (or TAD’s); and Infrastructure Development Districts (IDD’s).

The REALTORS® support the preservation, conservation, and protection of the state's forests through the special assessment and taxation of certain forest lands proposed through the Forest Land preservation initiative. This amendment allows property owners of 200 acres or more to voluntarily preserve their land for a minimum of 15 years in return for a reduction in property taxes “The Forest Conservation Amendment is both environmentally friendly and pro-private property rights,” says John Shea, a REALTOR® from Monroe. He continues, “This amendment helps preserve Georgia’s natural beauty and gives property owners the choice to receive much needed tax relief.”

The REALTORS® also support the revitalization and redevelopment of blighted areas through the creation of Tax Allocation Districts. Kim Bragg of Augusta says, “As a REALTOR®, I understand the important role TAD’s can play in revitalizing our communities.”
She adds, “TAD's are a great tool for the redevelopment of blighted areas by providing capital investment without raising taxes.” This amendment would change the Georgia Constitution to authorize the use of school tax funds to finance tax allocation districts after all local government entities within the TAD, including the school district approved.

Finally, the REALTORS® support the creation of IDD’s through Amendment #3. The REALTORS® believe that IDD’s will help create jobs and spur economic development in rural areas as well as provide smart environmentally friendly developments across Georgia. “IDD’s are being utilized in our neighboring states to create crucial new developments in communities that cannot afford to invest in the necessary infrastructure,” says Tim Thornton, a REALTOR® from Macon. The Atlanta 50+ Housing Council, part of the Greater Atlanta Home Builders Association, is pleased to welcome two new members to its Board of Directors. The 50+ Council recently appointed Anresa Davis and Laura Carroll to the Board.

Anresa Davis currently serves as vice president of sales and marketing for Isakson-Barnhart Co., LLC, Georgia’s leading developer of award-winning residential communities for individuals 55 and older. Mortgage Rates Take Off After Volatile Week in Stock Market; Rates in Some States Increase by 10%

Average Georgia 30 year fixed rates increased 7.8% to 6.29%.

PRNewswire/ -- Mortgage rates surged last week, with rates for 30-year fixed mortgages increasing to 6.36 percent, up from 5.95 percent the week prior, according to the Zillow Mortgage Rate Monitor, compiled by leading real estate Web site Zillow.com(R). Mortgage rates for 15-year fixed rose to 6 percent, up from 5.65 percent and 5-1 adjustable rate mortgages increased to 5.69 percent from 5.68 percent.

Rates for 30-year fixed mortgages appeared to be dipping again on Monday evening, however, with the average rate on Zillow Mortgage Marketplace at 5.97 percent.

At a state level, the 30-year fixed mortgage rate in North Carolina saw the most significant increase from 5.79 percent to 6.38 percent. Rates on 30-year fixed mortgages were lowest in the states of Colorado (6.24%) and Oregon (6.25%), while Connecticut (6.49%) and Maryland (6.45%) had the highest rates.

Ken Cook has joined the Griffin/Spalding County office of Coldwell Banker Bullard Realty as a sales associate

Cook, who was previously with Coldwell Banker Bullard Realty in 2002-'03, has been in real estate since 1998. He has a bachelor of science degree from Embry-Riddle Aeronautical Unitersity and is a commercial pilot.

A Spalding County resident, he has a 10-year-old son, Austin.

Keishunda Terrell is a new sales associate with the Peachtree City/Fayette County office of Coldwell Banker Bullard Realty.

Terrell, who is a resident of Clayton County, is a graduate of the Georgia MLS Real Estate School. She has an associate degree in marketing and merchandising from Clayton State University.

She serves as an abstinence instructor at the Pregnancy Resource Center of Henry County, and is a Force Field Ministry member and a Bible study teacher.

Bucci Leads Newnan Office in September

Marci Bucci is the September Individual Agent Leader for the Newnan/Coweta County office of Coldwell Banker Bullard Realty.

No. 2 producer for the office during the month was Steven Dickens, and Johnnica Portress was No. 3.

Affiliating with Coldwell Banker Bullard Realty just over two years ago, Bucci is a member of the Newnan-Coweta Board of Realtors, the National and Georgia Associations of Realtors, and the Georgia MLS.

Bucci has a B. S. degree in aerospace systems engineering from Kent State University. She has a pilot's license and for her first career, she flew a business jet for a corporation.

A Sharpsburg resident, she is married and has two children. Her hobbies include genealogy, sewing and cake decorating.

Robinson Named Agent Leader for Bullard Conyers Office

Kenya Robinson is the September Individual Agent Leader for the Conyers/Rockdale County office of Coldwell Banker Bullard Realty.

Bryant Tiggs was the No. 2 producer for the office during the month, and Brenda Waldrop was No. 3.

Robinson, who completed the MLS Institute pre-licensing course and joined Coldwell Banker Bullard four years ago, received a Bullard Certificate of Merit for her performance in 2005 and 2006. She spent 14 years as owner of an underground utility company, and she is a member of the Georgia Utility Contractors Association and is licensed as a State Competent Person and Utility foreman.

A Lithonia resident, she is a member of New Birth Church.

Chapin Is Top Individual Producer for Company, McDonough Office

Linda Chapin has been honored as September Individual Agent Leader both companywide and for the McDonough/Henry County office of Coldwell Banker Bullard Realty.

Carlotta Monningh was the No. 2 individual producer for both the company and the McDonough office, while Phil Wagner was No. 3 for the company and the office.

In real estate for 14 years, Chapin joined Coldwell Banker Bullard Realty during the summer of 2006 and earned membership in the Bullard Bronze Society that year and received a company Certificate of Merit for 2007. She graduated from Miami Business Institute and The Real Estate Academy, and she is an Active Life Member of the Million Dollar Club. She handles home sales in Joyner Estates in McDonough.

A Henry County resident, Chapin formerly worked in airline customer service as a flight attendant and in ground customer service.

Kraft Is Peachtree City Office's Individual Agent Leader

For the second consecutive month, Janis Kraft has been named Individual Agent Leader for the Peachtree City/Fayette County office of Coldwell Banker Bullard Realty. The latest accolade was for September.

Erin Hawkins was the office's No. 2 individual producer for the month, and Diane Donaghey was No. 3.

Kraft, an associate broker, started working with Coldwell Banker Bullard Realty's Peachtree City office in spring of 2003.

In 2004, she received membership in the Coldwell Banker International Sterling Society and was a member of the Million Dollar Club and President's Relocation Club. In 2005 and 2006, she repeated as a member of the Million Dollar Club and was a member of the Bullard Bronze Society. And, in 2007, she was selected to the Coldwell Banker International Sterling Society and was once again a Million Dollar Club member.

Kraft, a Fayette County resident, has served as a commissioner of the Commission on Children and Youth for Peachtree City, and she has been involved in Girl Scouts and as a volunteer for the Children's Healthcare of Atlanta.

She has one daughter, Alexandra.

Dennis Kitchens has been sekected as September Individual Agent Leader for the Jackson/Butts County office of Coldwell Banker Bullard Realty. This is the second time in 2008 that he has received the monthly award.

Other top producers for the office during the month were Debbie Ingram, No. 2; and Carla Nestor, No. 3.

Kitchens, who affiliated with Coldwell Banker Bullard in summer of 2004, has many years of experience in positions with management responsibilities and training in teamwork.�
